Butterfree could always learn Confusion right off the bat, and Charmander could brute force Geodude and Onix's poor Special with Ember.
Yellow gave more options, sure, but that was because Pikachu had no feasible brute force options.
FRLG actually made Brock a problem without seeking out Mankey, utilizing status moves or having good luck even WITH Charmander learning Metal Claw, because he now has Rock Tomb on his Pokemon, instagibbing your Butterfree and significantly damaging your Charmander, requiring excessive use of Potions until he misses a Rock Tomb.
LGPE makes him an even bigger joke than Yellow, as now not only does your Pikachu (and most likely same with Eevee) have an easy solution via Double Kick, you're also forcibly prodded into the suggestion of using a Grass or Water Type (Oddish from Viridian Forest) to even enter the Gym, and both of the aforementioned types can just outright instagib Geodude and Onix due to their dual-weakness, removing any semblance of thought process that you could experience from using other Pokemon that you can learn from, for better or worse.
