Looks like it's just a Johto reskin. The water area and red Pokemon Center look like the route before Union Cave, the place in the middle with the lass above is the second route, and there's obviously Ecruteak and Azalea.

If they weren't, Gen 6 and 7 would've actually had all of the content back which they removed since the 3DS doesn't have the limits that saw most of them removed.

Instead of just stating and accepting the systems were limited and forced their hand,they made up this bullshit about things being for a specific region and then convinced themselves they held back content for style purposes.
