there was no reason to just force random new shit like Lanturn or Houndoom into Kanto just because "it exists now", just like there would be no reason to shove Hariyama or Luxray into Johto during the main game just because they existed in gen 4. if you want that kind of arbitrary garbage, play a romhack.
