This feels like a Pokemon designed to appeal to no one. Too much of a basic "cool feline monster" to appeal to people who like weirder designs like Claydol or Barbaracle. Too much of a weird artificial-looking mishmash to appeal to people that want Pokemon to only be elemental cats and the like.
Basically it should have either been a weird sentient LHC thing with no animal characteristics or just a red/blue lion with control over fire and water.
