Red and Blue did branching paths better too. Silph co., the fighting dojo, and the routes beyond Snorlax all have a wide range of levels, and you can fight anywhere form 20s to around higher 30s. Johto tried homogenizing levels to account for branching paths, but by the time you tackle the second path, none of the trainers outside of the gym leader are even worth fighting. It's much more casualized and tedious compared to Red/Blue, where you could run into high 30s trainers after Lavender Tower, but your team is strong enough to handle them.
