Zapdos might get a complex ban or just go to ubers, but articuno and moltres wouldn't see more than a tier or two bump in usage because Sun and Hail teams aren't ONLY being held back by bad weather setters, the mons they have for myriad reasons also suck. Plus, as weather setters, they still wouldn't be any good because Pelipper and Zapdos as it is now despise SR, but 4x weakness is just damning. Plus, Zard Y barely sees use and it's Moltres on meth. Moltres itself sucks dick, even if it had sunboosted fire blasts. And poor articuno is too slow to get much out of 100% accurate blizzards. At least Alolan ninetales is almost fast.

Zapdos would still be incredible, possibly go uber, moltres would hop to UU, Articuno would still be terrible, but a little less. NU, perhaps. Hail just isn't a good enough weather. Sure, it'll have 100% acc, super powerful blizzard, but it hardly matters when stealth rocks still exist.
