The first Pokemon game was released in 1996, with Gold-Silver being released in 1999, 3 years later, that's why in the game the story takes place 3 years after with Gold-Silver being a direct sequel of Red-Green. The same happened in gen 5, BW was released into 2010 (more than 10 years after the original games in 1996) and its sequel takes places two years after, so it was released into 2012.
SM also confirms more than 10 years between gen 7 and gen 1/3 when has Anabel being found in Alola 10 years before Alola's games but after Anabel became a Frontier Brain in Hoenn.
Oh also remember the first game even mentions the moonlanding in Pokemon universe, and it's the same exact date as the IRL moonlanding, the character even mentions how he bought a color TV just for that so the game was indeed supposed to take place in 1996 (this is reinforced by Red's shirt in SM and USUM, that has a 96, the years in which he started his journey and became a legendary trainer).
