They can at least change the animation for hydro pump for blastoise. It's not like they haven't altered animations of moves for specific mons before; solgaleo, lunala, blacephalon all get extended animations for their sig moves. It wouldn't even be too hard to give an iconic mon a unique cannon animation for a move that is almost entirely associated with it.
