Grass Types suck real hard in Johto, but Oddish has a better level up moveset, is bulkier so can use the powder moves better, and gets it's dual STAB moves earlier than Bellsprout does so you can Leaf Stone it earlier.

Vitreebel has always been one of my favorite Pokemon to use in Johto. You can have it be a physical attacker, special attacker, or mixed just fine.

I have to agree with this Anon. They're both cool but Vileplume is a better battler in general I'd say.
