Sugimori has said it's like a frog.

Though it doesn't seem particularly amphibious, unless its skin needs to be watered alongside its bulb/flower, so I imagine it as having scaly reptile-like skin.

That explains why he keeps repeating "a frog.... its's a frog... a frog", but not why he's somehow amazed at the fact that Bulbasaur has a bulb on its back, which blooms when it evolves. Literally no one could possibly be surprised by that at this point.

The Bulba line are not named after their origins, unlike Charmander (literally 'lizard') and Squirtle (literally 'pond turtle') in Japanese.
Venusaur doesn't look like a frog anyway, so that interviewer was surprised that a monster named "strange flower" was a "frog".

Not implying that both Shitimori and the interviewer are not retarded though.
