Looker isn't Faller and he was imvestigating UBs with assigned Fallers in order to use their energy to attract UBs. Had this been the ORAS timeline Looker would have Faller energy himself, Anabel has had hers for over a decade.
Actually we don't even know in the games if Anabel came from another world or came from the same like Mohn, because nobody ever confirms if there's two Anabel or not.
