It has too many clashing design elements going on.
Water and flying are stark contrasts when thinking about a body type and animal to pick.
Neither the tiger, nor the bird elements that were picked make sense for a water type. The fish elements are so small and badly done that you don't even recognize them at first, especially on the last stage. Except for the dorsal fin on it's back, the tail "fin" and horns look like the artist is trying to hint at lightning bolts.
This design is just a mess and and reworking it to a flying lightning mon would make more sense with how it looks.
Also seeing how the artist gave the last stage fighting, just shows how no thought was put into making the design have sense.
If you want a water/flying mon here are animals that can work much better: Flying Fish, Crane, Albatross, etc are obvious choices. More creative choices would be incorporating shooting high pressure water beams to "fly", or mixing a sail/kite into the design.
