It doesn't make sense to make it inconsistent, and disallow one while allow the other thing, despite that both technically break the rules. There's no argument in the world that justifies this crazy logic.
But you're right about the Seal Saturday, though. No use to post in that thread since it's meant to be only a Primarina general, and a few people there even confirmed it.
