Fusions and Pokémon breeding with Pokémon are both variants. As is a different weather/regional form.
Considering the image is all Oddish + thing, that means they are all Oddish variants. Regardless of wether or not they're fusions or breeding.
Considering you also can't breed Pokémon to get a variant, I'm guessing they don't give a shit if Wailmer and Oddish can breed because even the ones that can breed can't produce variants.
