It appeared way before Rowlet did in the anime and is going to play a part in the next episode and getting another unneeded focus episode. Rowlet legit got no focus, and this never happens to an ash mon, especially a starter. Remember Crabby, he was ignored for the whole entire series untill it got it's focus episode in the league. It evolved and Swept an entire team on its own. You can't call him a gag mon because a focus episode is what really confirms if a Pokemon was made to never evolve orf not. Like for examples, Totodile, a focus episode about him trying to get a girl.
Oshawott, a episode is about him trying battle without his scale chop. Rowlet didn't get anything at all in terms of it's own problems. We only see him as a back up so far. and he'll eventually get something soon.
