Because most physical electric mons get shafted due to the lack of moves. Shit like Luxray and Electrivire have to rely on Wild Charge and ThunderPunch respectively which fucking sucks. Also TBolt is so widely distributed that most of the time you're better off running electric moves on non-electric mons.
