A little bit. B2W2 assumes you at least know what happenned in the story in BW since it's the most story focused Pokémon games. Other than that, there's some tid bits here and there that develop some general stuff and characters from BW. I honestly would recommend you play Black first to fully enjoy B2W2 but I wouldn't say it's obligatory.

Neither do I, but I was honestly positively surprised by how story centered BW/B2W2 are, since it's a fairly interesting plot. Still, they're really good games so just look around for a BW story summary.

You are 15 to 20 levels underleveled in soul silver for both elite 4 encounters and fighting red. In the newer games you all always overleveled without grinding

You’re not overlevelled you just don’t remember grinding so are surprised at your levels
I’ve turned it off and just training up 4 levels before heading to the next area

Yeah xp really makes the game too easy. The other thing with soul silver is the wild pokemon as super underleveld so you cant grind them efficiently. Sun has wild pokemon 2 levels below the trial right next to it. Its stupid. And xy elite 4 only had 4 pokemon instead of 6 which is also stupid.
