Directors have most control.
Shigeki Morimoto, HGSS and Emerald, decided to add all the extra goodies in, because unlike Masuda and Ohmori, Shigeki cares about the games he directs.

also forgot to add that the game design in general for the trainers teams itself is really bad and doesn't oppose a good resistance, it's shameful after platinum

is the concept of level scaling too hard to grasp for Gamefreak, and i don't mean the crappy Oblivion one but just a simple "this is X and this is Y: you can decide who to go to. If went towards X and beat X then Y will change and upgrade itself and vice versa"
This would allow them a more open game while still keeping it interesting and more balanced

it's really similar outside the fact that the difference of context would be because of the region being too open for johto and archer not being the real """boss""", but game design-wise it should at the same level (unless you want to add muh kanto to the list)
in the end your "context" is just an excuse and doesn't justify the bad game design at all

HGSS is scaled pretty well even up to the league, because you don't required to clean out every optional battle + even more wild battles to stand a chance against the elite four, and every random jackass on the side of the road isn't trying to send you back to the pokemon center with murderous intent.

you know i'm against random trainers being too strong and i hate romhacks giving 6 pokemon to everyone too but there is a limit, it needs to be balanced

That E4 gave me, and the majority of kids at the time plenty of challenge so it's a fine E4.
Adults complaining about a children's game difficulty will always be hilarous to me.

And YES the new version are way too easy, even for kids, but GSC and the likes are fine.

you have to understand that you just became fucking champion from the league of BOTH regions, and that the content the of kanto postgame is really weak and is basically just a boss rush, johto could have been easily more balanced and improved despite kanto existing

The sevii islands are post game
The unlocked locations in Emerald are post game
Kanto is post-game, just bigger than most

If you put up Pokémon content on YouTube or release a hack/fanmade game his lawyers will be the ones C&Ding you.

If you buy cards or use the peripherals or buy the side series games, you've him to thank that they exist.

But he does not have control over anything. Essentially, it's his job to funnel people to the OFFICIAL games and primarily the main series via other merchandise, not to make them.

I'm sure they get his input on things but if that mattered, it's quite possible no Pokémon game would be showing up on Switch. Even when he's admitting he was wrong about the Switch it feels like he's saying that grudgingly.
