The difference with that and Palkia and so on (and most modern legendaries) was that Ho-oh and co were just legends. All that was really known about them was that they were powerful and did stuff. They had legends, but it always felt ambiguous how true they were, if they were. Meanwhile we very visibly see modern Legendaries fucking bring Armageddon onto the world and control and warp whatever they're said to control.

And hell if you wanna get specific, raising a few dead Pokemon is a drastically different case than having dominion over a metaphysical concept. Or making the universe.

They suffer from coming out at probably the worse possible time for the kind of legendary they're supposed to be: in a gen with a pretty weird design philosophy that caused them to come out as a purple dick and a blue xenomorph, strong but not as strong as they should be, and got worse as time went on as newer legendaries' stats just got higher, abilities better and signature moves stronger.

Since gamefreak has the autistic disposition not retcon or greatly alter legendaries' stats, palkia and dialga will simply never be as strong as they were created to be. They should have saved pokemon that they intend to sell as these incredibly strong, primal forces of reality for literally the last gen ever, otherwise they will never not fall short.

I'm saying the gap between Dialga/Palkia/Giratina and Lugia/Ho-oh is narrower than Lugia/Ho-oh and Mewtwo/Mew. Having the power over storms and death is a lot closer to embodying space and time than being a genetic foundation for many species.

It’s really not. We’ve seen other Pokémon manipulate life and death as time goes on, ones that aren’t even legends. Lugia is literally just an incredibly downgraded form of Kyogre.

The creation trio have such an insane jump in power that anything before and after it is moot. I fail to see how the gap between Mewtwo and Lugia is bigger than the creation trio and everything that came before.

The "Lugia starts storms" thing is just a legend. In the games aside from dex entries which begin with "it's said", only one NPC says it. It's left ambiguous if Lugia actually does, with people only seeing it during storms and making the connection themselves. There was also one NPC who said it ate bad children or something along those lines.

I think a lot of the power level stuff with older legendaries was added in later generations, when legendaries became more akin to gods. In gen 2 the legendaries really weren't the grand arth shattering titans they're depicted as in modern terms.
