I think that's it's pretty wild for a level 20 Pokemon boss. The things bubble is equivalent to a stab hydro pump due to the rain + stab + water bubble. Tradeoff is that it has shit special attack, but they opted out of giving it bubble beam which would've been at 292. Plus, it had an egg move and leech life, so that was pretty neat.
