Beartic is naturally a quadruped so of course it's going to look awkward on two legs. Typhlosion has the same problem.

I don't know why Game Freak made them quadrupeds yet had their in-game sprites/models and official art be on two legs.

Cryogonal is far from a bad Pokemon design. Maybe boring or bland, but far from ugly. It's a mean evil Ice spirit. It accomplishes that role perfectly fine.
