The only other thing they could do would be to have some Move Tutor that only taught sketch, could only teach it to Mew and Smeargle, and once they taught it, gave the pokemon a ribbon to mark it. Then, just have it so they won't teach one with a ribbon so you can't just trade it between games or anything.
Really, that's a lot of hoops to jump through to prevent it from learning sketch twice. Either just make it a level-up move or make it an event move. At least then we'll get less mew crabhammer memes.
