I actually always thought it was weird they replaced it with Dragon just like that.

They kind of fixed it in a convoluted way with the Mega though, by making Hyper Voice get STAB via Pixilate... which then makes it fucking strange that a creature partially made of clouds is not Flying at all.

...maybe they should just drop the Dragon part?

On top of that, GF admited they gave Lugia Psychic because it was considered a legendary type, while Water would supposedly have made it boring

This retcon may look weird in how Flying is in different slots for a duo like this, but that's because this is the case.
-on Ho-oh, Flying is just the secondary "it flies" type for logic/natural reasons
-on Lugia, the Flying type represents its "elemental" counterpart to Ho-ohs Fire
-Water secondary on Lugia works opposite Ho-ohs Flying type, because while Ho-oh flies, Lugia dives.

Fairy is not magic, it's best to think of Fairy as a "Forest protector" type.
