Primarina has magical powers behind its voice and the voice/singing aspect comes from being part mermaid. Brionne is not yet a mermaid, so it doesn't have the same magical (fairy) powers Primarina has.

Primarina has folktale inspirations in the form of mermaids and possibly selkies, and its voice has magical properties in the form of controlling water balloons and healing burns.
Brionne doesn't have this same inspiration, which is why it isn't a fairy.
I don't think other lines following these rules or not is really relevant.
