That Muk was annoying as fuck since I didnt have a psychic type my first time through, screech +minimize makes it hell plus it opens you up to getting one shot later by Crobat's physical attacks. Forretress can be tough since this was Gen IV and Explosion still halved your Def. Also as >>36001751 said the Houndoom can sweep if it can get a nasty plot off. Though otherwise yeah, they aren't the toughest elite 4 you'll ever face.

Those aren't bad for in game battles. I don't know what you guys expect. Certainly some changes, like changing the Psychic on the Ariados, and maybe surf/hydro pump being on some of Misty's Pokemon, and a couple others, but all things together these aren't too bad.

gen 4 hated because of all the moves it required to move around, ugly crossgen evos, and trainers depend on shit like flareon to even get a team going, thanks to the lac of some types
gen 6/7 are the most shit now, but 4 was the most hated one before

i'm not asking for lesmogonset or really hard shit, but they're just way too suboptimal/gimped for the e4 in general

and that's just the e4...you can just take a quick look at pic related (especially start to break after ecruteak) , most of the gyms and other trainers are really fucking bad too and completely gimped in levels or pokemon on purpose, probably because of how badly designed the region is

I don't think it's bad game designed. They just tried maybe too hard to make each mon be very thematic.
The moveset of almost every mon in OP is just made to fit with the style or look of the pokemon more than anything, like gengar's massive tongue is why it use lick, hitmontop's drill like head gives it dig, onix is a giant rock snake so it was given a dragon move for its dragon-like look. The movesets suck but I like what they were going with, poor execution is all.
