No, Mega Fug is a true blue mega evolution. Takes up the slot and everything, you just need Dragon Ascent. Stone not required :^)

Ultra necrozma uses a Z-crystal to do an "ultra burst", it doesn't quite get +100 BST, instead it's somewhere around +74 I believe

Doesn't have the moveset to back it up, fighting isn't as good as it used to be and it's not a good typing in Ubers, and the stat spread isn't as good as its other mega.
