Game Freak hate ice type. They preferred to introduce a whole new overpowered type to deal with dragon instead of buffig ice. After two generation there is more fairy type pokemon than ice type after seven.
Even offensively ice isn't that good anymore because it's reisted by two common defensive type: water and steel.
