That's because it was actually a tabletop game from 2010-ish that flopped pretty hard. Not only were the figures expensive as fuck (but extremely high quality), the North American branch made the fucktarded decision to only release the figures in 2-packs. One of the figures could be any of the 50-something figures in the set, while the other figure was always Ho-oh, Lugia, Meowth, or two others that I forget. If you wanted to collect the damn things, you were forced to buy duplicates of those 5 to get the random figures they were packaged with. And the random figures could also be those 5 (I once got a Ho-oh with a random Meowth).
There were also single packs and 3 packs, but the single packs were always the same 5 damn figures and the 3 packs were just the 2 packs with one of the DP (?) starter Pokemon thrown in. Shit sucked.
