Did it bother anyone else that he wasn't the final boss of the first season? Or that the main characters never even met him until BW, and even then it all went back to normal afterwards? He's still free doing his evil stuff and getting away with it.

I would think Team Rocket's continued existence is more in service of the Rocket Trio than anything else. The series doesn't really ask us to consider what the rest of them are doing back home. And if nothing else Giovanni's still being there can create a story on the fly.

I like it. Team Rocket is still one of the better teams because of their simplicity; and as we see in the games they have nearly free-reign in Kanto.

I like that some ten-year-old kid is little more than a nuisance, if that. If Ash gets his shit together and wins a League sometime maybe he can take on Giovanni.

Giovanni and the Team Rocket organization are mainly still around to keep Jessie, James, and Meowth around since they're the among the show's most popular characters

Besides, Giovanni himself does get involved sometimes (Mewtwo Returns, BW, and SM seems to be going in that direction too as he's interested in Necrozma)

Team Rocket has better things to do than harass one kid and his shitty Pikachu. The only times their paths cross is when Ash coincidentally encounters something genuinely valuable that Team Rocket has investment in, like Mewtwo.
Reminder that Ash is a literal who that isn't very good or famous. Only nerds who study the entire top 32 of a competition, like Max, even know who he is.
Also reminder that the "Team Rocket Trio" aren't actually members of Team Rocket, they just wear the uniform, claim to be members, and for some reason have Giovanni's phone number. They were fired years ago, and are basically delusional fanboys at this point.

that would have only worked if they had had the courage to retire or at least begin to phase out Ash and the Rocket Trio.

Ash, for example, should have become the mentor to a new protagonist more than a decade ago instead of being a dipshit who never wins anything and loses all of his talent and experience at the end of every arc
