The only time I could see it being useful is if you're really just trying to stall and you alternate between Protect and Defend.

A defend option doesn't really work in 1v1 turn-based games like Pokemon, save for giving stallmons some extra power. It might affect doubles slightly, but everything already gets protect and that does the job better.

Holy shit you autists it's not hard to understand what OP means. In a lot of RPGs you Defend, where you give up your turn to lessen the damage (usually by half) dealt from the opposing side. In addition by "Attack" he likely means a generic weak (and likely physical) move to attack the other side with that doesn't have a PP limit. Fuck damn.

I've played a few RPGs (namely, all of the mainline Pokemon games) and have NEVER seen a basic attack without PP.
Unless you mean a move where the Pokemon can struggle at will, but that would be worthless.

A defend option would be something along the lines of boosting your mon's defense by 3 or 4 stages for one turn. An attack option would be something like a low-BP same-type attack with unlimited PP.

Defending be totally useless in singles but it'd lessen the risk when using AoE moves in Doubles/Triples. I feel like it'd still be a step down from just using Protect though. If there's a viable strategy that requires laying a bit of damage onto your own teammate then I'll eat my hat.
Attacking would be useful for grinding in-game but it would also be a good way to cull a bunch of redundant low-BP starting moves.

First off, they should drain 1PP from each move to discourage stalling.

Second, I haven’t played competitively since RS, but wasting a turn doing one of these is just asking for me to sub up and ruin your life with a Focus Punch or Belly Drum.

As it should be. It’s already worse, but we should be discouraging it anyway because it’s just a bland way to play. If you choose Defend, you’re admitting that you’re fighting a losing battle: to take some damage with no progress made on your own end. The only way it even makes sense to use is if you’re on your last Pokémon and have to tank a Solarbeam or something.

An attack option already exists in the mystery dungeon games, but even there it's basically worthless (though maybe I'm remembering wrong and they just nerfed it real hard in super). RPGs with defend options usually don't have PvP modes, have 4 character or more PvE combat, and all moves drain a shared MP pool for the character. Defend and Attack are usually used to conserve MP due to the PvE nature of the game and would therefore not add much to Pokemon.

Aurora Veil halves damage from both, but is only usable in Hail and in Hail only, that's a draw back.

I think the japanese get to decide what their game is about, and until gen 4 introduced worldwide matches, nips literally had no concept of prediction.
The idea that, in a charizard v Tyranitar matchup, the Charizard *might* switch out to, say, a Steelix, was lost on nips, and so no matter how many times in one match that Charizard switched to Steelix, the nip would continue to use Rock Slide instead of, say, Earthquake, or Fire Blast.

Your premise is stupid. You would always use moves, because not using moves wastes time that your opponent is hitting you (even if it is for less damage). At best, you just make stall better, meaning that good stall options would have to be cleansed to compensate.
