It was laziness, they could've easily had them learn Thunderbolt, Psychic, Fire Blast and Shadow Ball with TM's or done what the Rotom forms do, have a move replace another depending on the type.

It doesn't even learn it's fucking signature move till level 40.

It gets a move that matches its type automatically. It's also 90 base power, so it's solid STAB no matter what. Since you can change Oricorio's type whenever you want, giving it moves of all those types would mean you could just have all four at once.

Granted, I don't think there would be much wrong with letting it learn astonish or shadow ball or something, but otherwise they did account for it.

They thought it would be a good idea if Oricorio could freely change forms, so it needed a moveset that accounted for it.
