Bulu is strong but slow, fini is defensive but slow and needs a calm mind to do damage, and their terrains are permanently benefitial to the enemy, unlike koko's or lele's that only shoot you in the foot if you rely on sleep or priority in order to win.
Bulu healing the things it wants to kill and fini not being able to burn with scald are worse in my opinion than koko having to use STAB volt switch out of his worst offensive stat, specially since that worst in koko's case is still a decent 95 and gets a 50% boost from its terrain.
