You're right, it isn't. Because no advantage was gained. Something being against the rules or non-official =/= cheating. Cheating, by definition, necessitates an advantage. There is no advantage in a tourney to injecting over any official means.

If I scream and call my opponent a nigger, I'm breaking the rules of the tourney (most likely) but no one would call it cheating - because it doesn't give me an advantage. I don't have any advantage over the other player just because my team was injected and his wasn't.
