From a gameplay standpoint, it's what >>36046628

From an in-universe standpoint, it's basically a Pokeverse version of a Tsukumogami - an object (a pokeball in this case) that was lost or abandoned and gained a spirit of its own, becoming wrathful towards those that left it behind. Notably different from a ghost possessing an item, hence the lack of a ghost typing.

Voltorb is the only design i know of that doesn't work for anything but engine limitations. Itemballs were as big as the player so hey. But even in universe it doesn't work, it's too big, and let's not even talk about Electrode.

I love the guy but it's a mess. Thank god they made it feed on electricity instead of living things, because if else it would have the most retarded and nonsensical hunt method ever.

Banette is literally based off of Tsukumogami and it's a Ghost type.
Also it's not like Mimics aren't a real-life concept either, there are creatures that do imitate other creatures or even fauna, such as the "Walking Leaf" insect (which the Sewaddle line are based off of. There's even a "Walking Stick" insect too.

I love how Kanto is full of manmade or failed experiment kind of Pokémon. It felt like the inhabitants of the Pokémon world were as oblivious as us in the audience when it came to some of theese creatures.

Nah that's just the artist making Pokémon of the same species different sizes. In the same arc there was an Exceggutor as big as a human but a few books later there were Exceggutors as big as trees.

This. There was that one theory (that I like) that suggested every pokemon were once a ditto-like being that in one point of time decided to take the form of something already found in the world, and creating a new specie in result. That's why we have "cat pokemon", "leaf pokemon", "pokeball pokemon", and so on.
