It’s almost a joke with GF’s list of unfinished areas to the point where they’re designing “unfinished” areas, ORAS is a huge offender of this. S/M had an entire castle at Lake Moone (or whatever) that’s inaccessible. See battle frontier project.

If you’re going to add new cool stuff in the remake, make sure you make it accessible before you beat said game next time.

The New Mauville sidequest opens up after the Kyogre/Groudon part in the story. Same with all the Hoopa holes and national dex mons showing up. Hell trainers in Victory Road start using Natdex mons.
