This is the same logic why Flying is weak to Electricity. It's not because birds zap themselves on telephone wires, (which is a myth,) but because anything that's in the air is a million times more vulnerable to lightning damage.
The electricity hits them, and then it doesn't have anywhere to escape to. So you get killed immediately, whereas if you're standing on ground, the lightning can pass through you and there's a good chance you'll be fine.
Remember, Ground is immune to Electric. So Grass-Types resist it, based on the idea that plants have roots that channel any electrcity into the ground.
