Venusaur wasn't supposed to be a starter.
Venusaur was supposed to be a wild monster with a different design and that's why it looks so monstrous comparing to the other starters, and has a poison typing, the typing that is common for evil/dangerous pokemon.
There were other grass pokemon but none succeed to be a grass starter.. Venusaur won the place and got a redesign to be "friendlier".
