It seems to be the way they're setting up finally allowing migration from GO in the future. Hardlocking research Mew from going to LGEP and giving one away with the pokéball+ seems to imply that also (Yeah, we know there's like a million of these fuckers now, but you can get all 151 of Gen I to start your national 'dex before Gen VIII rolls around with Pokémon Bank!)
