As someone playing since Gen 1, it is kind of weird to remember Gyarados, Charizard, Aerodactyl, etc. being used as pseudo-Dragon types due to Dratini's line being the only one around.

Offensively, Flying is a better STAB. Defensively, it provides a Ground immunity, a Fighting resist and a Bug resist which are more valuable than an Electric neutrality.

Bounce has better coverage than Outrage and it can even be less punishable since every team will carry a solid Dragon resist/immunity, while the same can't be said for Flying. Of course this is assuming you have already used your Z move. Dragon Dance isn't a damaging move and Gyarados can't learn Dragon Rush or other physical Dragon moves other than Dragon Tail.

gyarados wasn't a dragon type for the same reason charizard wasn't-- dragon type does not = "is a dragon".

Gyarados probably because it would have only one weakness, which is the dragon and dragon coverage didn't exist then making Gyarados weak to nothing

Funnily, Seadra is called dragon species sing gen 1 but it also wasn't a dragon
