Having 'em there is fine for flavor, like cries have been and other games like A Link to the Past has animals near the Master Sword pedestal, but I'd say legends and otherwise special encounters should be the only ones overworld visible that you can interact with.
I'd grudgingly accept them being intractable if they were only an option, if the random encounters still existed, but I feel like legends are already ridiculously unspecial (for fuck sake, over a quarter of Gen 7 Pokémon were friggin' legends destroying Sinnoh's already ridiculous legend ratio) so this should remain. Literally only stats would make a legend different at this point. Boring.

Not having Pokémon native to and first appearing in a region being rarer than old ones is how you primarily fix that problem. Sure, people want older stuff but you play a new game primarily for the new stuff. A rare one is okay now and again, but it should NOT be the dominant rate for all new species and that's what they've always retardedly done (the worst offender in that regard being when they hid some of the Johto Pokémon in Kanto with such retardedly low encounter rates for Gen 2).
