Most Pokemon have one stat that they don't use, typically attack or special attack. This artificially inflates BST. Exeggutor has 95 attack for example, almost a fifth of its base stat total, despite not seriously using a physical move since Gen IV (Explosion, which was nerfed next gen anyway). Mostly these are so Pokemon can be used in game by anyone, regardless of moveset.
