No, they did it for nostalgia pandering, and to celebrate the 20th anniversary

They're just doing an AU again for M21 because M20 was successful unlike the XY movies

This has had a negative effect on the anime though

In the past, legendaries like Giratina, Kyurem, Xerneas, and Yveltal were covered in the movies

Now, the anime has to cram them in, resulting in a rushed arc where Nebby is introduced, evolves into Solgaleo, and leaves in the span of 10 episodes, followed by an arc centering around the other Ultra Beasts and Necrozma
