How did you navigate R/B/Y after getting the PokeFlute

Did you immediately go back to Celedon and go down Cycling Road to Fuchsia City to fight Koga, and then go back up the docks to Saffron? Or did you go to Saffron first and take on Team Rocket and Sabrina?

I go to Cycling Road to Fuchsia, fight Koga, come back up the docks, then fight Sabrina. I was under the assumption that that was the way you were supposed to do it, since Koga is lower level than Sabrina.
