No, this all started with the legendary birds. Do they have any lore at all? There's some passing mention to seasons in Moltres' dex entries, but that's about it.

To be fair the Birds at least had a movie later on that touched on their lore a bit. As already mentioned Heatran is the real culprit.

Even in the Arceus movie the villain just had one with no explanation and it was never treated as being rare or powerful.

We're so inundated with legendaries and mythicals now. I'm not sure how the kids feel about them but I can't imagine they really enjoy how shoehorned they are in the new movies. Nobody even uses these things. You're not even allowed to use them in the post game challenges. There's no story or challenge to getting them. What the fuck is even the point of having so many?

Gen 4 introduced way too many legendaries but at least there was a trick to getting each one, some flair thrown to acquiring them. I can't believe they set aside development time for them these days.

The legendary birds, even if they don't have lore are okay because they were basically RPG secrets hidden in remote places.
They are "legendary" in the sense that they're so rare people don't really believe they really exist not because they're gods or anything like that.
Besides they're useful in battle without being overpowered. Solid design.

Then there was that articuno via binoculors, and I soppose its cool how zapdos decided to roost in a powerplant, it might have had to do with why it got shut down in the first place

Loreless mythicals are what the legendaries should have been. They're not planet busters or gods. They're just really rare, really strong Pokemon. The fact that they're exclusive to giveaways is what makes them awful.

I think it's the opppsite. Legendaries should have some role in the region's history (Hense the lengends about them).
Mythicals are usually so rare and elusive that what role they playing any, is unknown and some people doubt their existance.

Heatran had a whole dungeon dedicated to it and was the post-game legendary in DPPt which was given the most attention by far. Hell, its appearance in Reversal Mountain was also strongly contextualized and it wasn't just slapped in there.
For once the dex underestimates the pokémon, all the entries mention is that it likes to sleep in volcanoes and that it can climb walls.
