If they keep the mid-game Gym Leader levels at 50 and give them decent movesets/pokemon, this could be a more challenging game.

They won't, but it could be.

Yeah, now that I said it I kinda want to make a romhack or rby thats just outright obnoxiously unfair. Like have brock use x accuracy fissure strats.

The problem is that Yellow is obviously based on the anime, so they gave gym leaders their anime pokémon

Koga used a venonat, which evolved into Venomoth during the battle, that's the reason why he only uses venonat and venomoth in yellow
He also uses a golbat, no idea why he hasn't got one in the game though

Koga’s team is easily the most blatantly disappointing. Could’ve easily had mons from 4 unique lines. Arbok, Weezing, Muk, Venomoth. Wanna balance it, just lower the levels by 2 or so.
