The cycling road is still a bridge that the boat could go under; the rocks aren't normally there, and those undertaking the doomed voyage in the game don't expect them.

It's clearly a bridge in both the RGB and FRLG region artwork, and it's pretty clearly a bridge in-game in FRLG too.
I can't see a single good reason why they even added the rocks, the waters there aren't even surfable in the first place. The whole thing just screams zero shits given.
