Even reports from people who watched movie 21 say that the focus is mostly on the characters rather than Zerora. Movie 22, the last of the Gen 7 films, will bring the AU line of movies into full circle by celebrating the first movie. These movies aren't about the mythicals unlike past films; they just happen to be movies that have the mythicals in them.
Gen 8 is the start of a new generation. It's GF's first mainline console game. They're going to want to shill it to the maximum. Movie 23 will be about promoting Gen 8 which is why it's unlikely the Kanto-based AU films will be continued in Gen 8.
