Even Entei couldn't hold down the fort without help from the Unown. Even Mewtwo had to share its movie with Mew, because one Legendary is just not enough stuff to fill up a film with. There has to be a ton of really crazy stuff to fill up time and prevent real character development, because everything has to return to the status quo later.
