To even begin to answer this question, we would need to agree that the meaning of words stay consistent between worlds. They would have to in order for it to be understood, otherwise, everything is incoherent.
A mammal is first a form of animal, a multicellular lifeform that has no cell walls. This immediately can be disproven since some pokemon are made from inorganic materials or possess other qualities of being artificial. Yet, Mew's DNA is said to be the base upon which all pokemon derive from. DNA cannot exist without a cell. This is contradictory information, and there is nothing to say which one is actually true. This then makes the matter inconclusive, but at least we can say that not all pokemon exhibit the qualities of being an animal. Even if we could ignore all this, we would then have to prove they possess mammaries, which is the base requirement of being a mammal. Only three pokemon are known to be able to make milk, and thus be a mammal. None of them are Pikachu.
