In the remakes, they actually call her out on her bullshit. Doesn’t mean this didn’t make her my single least favourite Gym Leader for a long while, though.

Jasmine's is understandable, though, Gym Leaders also double as Officials and Amphy being ill meant the lighthouse wasn't functioning as intended, which could lead into a whole series of disasters if left unattended.

Whitney is a spoiled brat who probably isn't much older than the player character, Jasmine is actually a breath of fresh air given the urgency that Amphy being unable to produce light is enough to postpone her own league duties for the sake of the city, and makes for a fair bit of character building on her part. Clair is a stubborn tsun who was probably a massive teacher's pet to the dragon master and Karen is almost as forgettable as whatever random quote of hers you're referencing, since I sure as hell don't remember it.

Gentoo gyms lacked puzzles so they gave half of them little things to make up for it. The gym puzzle for jasmine may as well have been the lighthouse

In HGSS two of the trainers from the lighthouse go to the gym with Jasmine and you don't have to fight them again. So yeah the light house really was the gym. You just do it early and fight the leader later.
